A major 473-home development in Ryde will go ahead as it has now officially be given planning permission, 8 months since it was determined.
A motion to think again on the development was rejected at last night’s (Tuesday) Isle of Wight Council’s planning committee. Councillor Chris Jarman had asked the committee to reconsider the controversial application.
Speaking at the meeting, Cllr Jarman said concerned members had gained a wealth of new understanding and information since the decision was made in July, which enabled them to view the events with much greater clarity. He said:
“This motion recognises none of us is perfect, we make mistakes, we can learn from them and have the chance to put them right.
“We have a duty to correctly follow practice and law and we were advised we did not.
“We must bring this tainted matter back, correct the failings and resolve to do right.”
Cllr Jarman said he did not seek to overturn the final decision but the process leading up to that.
A report from the authority’s chief executive, John Metcalfe, in which independent legal advice was sought, says procedural allegations around the application do not raise significant legal issues. Should it reach a judicial review, it says, there is a defence for every point put to them.
Councillor Chris Quirk said the correct way for this to proceed was to let it go to judicial review to get a definitive answer, not an opinion, on the interpretations of the law. He said:
“We are going to continue to argue about these things … we need to have planning back on an even keel. This is a totally unsatisfactory way to proceed, it is not the way we have ever worked in the past. I think it is despicable and I am opposed to this motion.”
Councillor Matt Price, who chose not to vote in July, said over time he had become less convinced proper procedure had not been followed but thought it came before an inexperienced planning committee too quickly after the election.
The decision was made at only the third meeting of the new planning committee, 3 months after the elections, which had 4 newly elected councillors on it.
Councillor Peter Spink, a new councillor but not on the committee at that time, said having watched the July meeting he was shocked and surprised by the amount of pressure the committee was put under by the planning officers. Meanwhile, Councillor Paul Brading, who was on the committee, said there was no pressure, it was just a difficult decision to make.
The vote split members of the planning committee with 4 in favour of the motion (Cllrs Dave Adams, Jarman, John Medland and Peter Spink) but 6 against (Cllrs Paul Brading, Geoff Brodie, Warren Drew, Martin Oliver, Quirk and Price) with 1 abstention (Cllr Michael Lilley).
Officers can now sign the section 106 agreement with developers Captiva Homes and formally issue the planning permission to get the ball rolling.

Yes there is – it’s too crowded already. The loss of Westridge Farm, the Holliday Family and the wildlife will be too much to bear.
So will there be additional Doctors and Dentists etc. for yet another population increase ?? The Isle of Wight already falls well below the Government recommended ratios, so those guidelines are not being followed despite all the ‘hand wringing’ about procedures

It will be interesting to learn the sales information. How many islanders will be housed. How many homes were sold to mainland buyers! Will islanders be given priority over mainland buyers?

those named councillors that supported this do run the risk of being accosted in the street by aggrieved locals – they stupidly approve 473 homes, when there aren’t enough spaces at doctors, dentists, schools and hospital already, not to mention the increase in rubbish, pollution and environmental destruction, as well as more congestion.
These people who approve these projects need removing from their jobs as they are not intelligent enough for them.
Very true. I totally agree with all your points. The poor Isle of Wight is in decline. The infrastructure won’t be able to cope. This Council don’t care about the island’s well being, no more than its cares about the residents well being.
Mac Donald’s will need a bigger site as it has already outgrown its present site with customers blocking highway where’s island roads when you need them?

Don’t forget you have the opportunity to stand in council elections but like everyone moaning you are not prepared to try and change things by standing. You just sit around doing nothing and let these people make these decisions then nothing will change. So do something to stop it from continuing

We didn’t have enough doctors, dentists, schools or a hospital capable of treating people before this ill advised planning application, so please councillors, how and when will you provide the necessary doctors, dentist school places and a hospital capable of treating people.

Out of these 473 houses how many will be for the council to house families on low income on the Island and l mean Islanders and not those from the mainland. I can’t see a doctor and my NHS dentist no longer exists how on earth is this small Island going to cope??? I thought this council would be good how wrong could l be
Sadly those on low income or benefits usually have the most offsrping, despite contraception being free.
They KNOW that having children makes them financially better off, will ensure a roof over their heads, and can then choose whether to work 20 hrs per week to claim the max U/C or live well on full state aid, as rent heavily subsidised in either scenario.

So those whinging are ‘the problem’, by selfishly bringing into this world children that ‘they’ can’t afford and expect others to fund their carelessness.

Be interesting to see who mans the new surgery that they said will be built plus the other carrots, and how many houses for lower paid local people?
Councillors can spiel forever, but I don’t think you’ll ever convince the general public that there is no corruption within those planning office walls.
