A 22-bedroom house of multiple occupation – more commonly known as a HMO- could be on the cards for a former care home in Ventnor. Bluebell House, on Mitchell Avenue, has been closed since November 2022. In a letter recently submitted to the Isle of Wight Council, Gail Falloon-Phillips, director of In Safe Hands Home Care, which operated Bluebell House, said the building is not fit for purpose as a care home, due to an untenable situation with a shortage of care personnel and a lack of funding. She said the property was on the market but there had been a ‘discouraging response’. Now, Terraform Development has put forward new proposals to the Island’s planning authority. Each bedroom would have a sink and 16 rooms could have ensuite toilets. Residents would share 6 bathrooms and 1 shower room, as well as 3 kitchen and dining areas and 3 lounge areas. Flats on the top floor of the building, previously used as accommodation for managers and owners, will be opened up, and included as part of the HMO. Planning documents on behalf of the Hertfordshire-based developer said the proposed use would repurpose a large empty property, providing good quality accommodation for those in need of homes. Minor external changes are also proposed, with a new window and door on the front of the building. You can view the plans, 24/00226/FUL, on the council’s planning register. Comments can be submitted until 2nd April.

I remember mowing the front lawn on an HMO, then I found out that it was just weeds that had overtaken a fully paved driveway, no doubt this guy will leave it in the same state, just a cashcow.
Where do we get “Hertfordshire” from? They’re in London.
This is a £100 company with negative assets. How are they going to fund this transformation? Is this another dereliction waiting to happen? IW Council should step in NOW and stop another disaster.

Why doesn’t IWC buy and return back to a care home ?, IWC can staff it and any profits from care put back into council. This is why so many councils in debt because keep out sourcing services to private sector which cost double or triple in comparison to in-house.
council care bed £650- private £1000 , local authority foster care £300- private £1200, Social worker £20hr, Agency £45. Home care £12-50-agency £25 , teachers, consultants , CEO, EV pool car’s, planning,ewo , environment etc. Too much money wasted.
Don’t know where you get the information that the developer is based in Hertfordshire. The developer is a company called Applecore PDM Ltd, formed in 2020 and based at Middle Road Southampton. The builder, Shane Kelly, calls himself Terraform Development has assets of £894 and liabilities of £93 as of 2023. Applecore have several of these HMOs throughout Hampshire. Probably a “nice little earner”.
He started off in Hertfordshire, but the company registered address is London since 2021. Terraform is also 3 separate companies. Didn’t know about the Applecore connection. I expect it will ultimate be a tax avoidance job as well as profiteering from the needy and vulnerable. I do hope our council takes note……

Ooh I wonder who’ll be lucky enough to be allocated these ‘homes’ from a mainland developer? Possibly a contract? Maybe with that quality home lease purchaser the home office?
Perhaps Shane Kelly who runs terraform, should consider building next door to his own home first, instead of burdening islanders with more dross moving here – and It wouldn’t surprise me to see him offering up this to the home office to house illegals – miles away from his home, of course

The developers plans will be to rent the entire property to the government so they will have every single dwelling bringing in full revenue & the government will fill it with migrants.
Just open your eyes & look at what’s been happening to all hotels & seaside resorts recently,
The British homeless have been ignored in favour of migrants everywhere.

This island is rapidly heading for disaster if this & other development plans are authorised.

This is no doubt a back handed way of moving economic migrants in for a fast buck from the home office for the developer. Just what the island needs more people on the island where there’s not enough jobs, and another uk seaside town about to be ruined. Council should make part of planning permission that these are for island people only.
Won’t happen, but that’s what they should do, and have in their power.
Islanders should be watching this VERY carefully.
