A married Isle of Wight Police Sergeant is facing a misconduct hearing over allegations of an inappropriate and exploitative relationship with a junior colleague over a 17-month period – the latest local officer to be hauled before a misconduct panel.
It is alleged that between January 2023 and May 2024, PS Mark Allan caused or permitted an emotional relationship with a junior member of staff in Portsmouth, referred to as Ms A, which was inappropriate and exploitative in nature.
The relationship is said to have created an actual or potential conflict of interest.
In or around May 2024, in the area of Portsmouth, PS Allan is alleged to have then pursued the development of this improper relationship with Ms A for sexual gain, both while on and off duty.
Further allegations include failing to disclose the relationship despite the evident power imbalance and in breach of Hampshire and Isle of Wight Constabulary’s force policy.
The alleged conduct is said to breach the force’s policy on Personal Relationships in the Workplace, as well as multiple standards of professional behaviour. These include Order and Instructions, Equality and Diversity, Authority, Respect and Courtesy, and Honesty and Integrity.
The matters are being assessed as gross misconduct. If proven, they could justify PS Allan’s dismissal from the force.
The hearing – anticipated to last 3 days – will get underway on 28th July at Holiday Inn, Eastleigh.
