A bid to build a modern 4-bedroom family home in a flood zone is facing resistance from Nettlestone and Seaview Parish Council.
Both the local authority and neighbouring resident James Lovell have cited flooding concerns in objections to Lucror Estates’ plans for a new detached 2-storey house on land behind 1-3 Oakhill Road in Seaview.
The application includes parking, landscaping and demolishing existing buildings at the site.
Lucror Estates’ proposal is a ‘high quality’ design that will ‘integrate harmoniously into its context’ and ‘contribute positively to the architectural diversity of Oakhill Road’, according to a Design, Access and Sustainability Statement from Ascot Design.
However, a submission from flood risk experts Aegaea says the site is located in Flood Zone 3a meaning there is a ‘high probability’ of flooding.
Mr Lovell said his driveway ‘already floods after rainfall’ and that further development would increase flood risk. He added the proposal failed to show the ‘development will be safe for a lifetime’.
Ascot Design said:
“The site originally contained a single-storey building with associated storage buildings, which historically served the Toll House holiday bungalow and garages for Plots 1–3.
“The proposed structure is a two-storey building. Due to the site’s location within a flood zone, the ground floor has been designed to accommodate non-habitable rooms, including a garage, workshop, gym, store, utility room, WC, and cloakroom.
“All habitable rooms — bedrooms, kitchen, dining, and living areas — are located on the first floor.
“The house is partially embedded into the natural slope of the site and will benefit from a good-sized garden, with potential sea views from the first-floor level.”
The Isle of Wight Council’s public consultation on application 25/01205/FUL finished on 26th September and an extended decision date has been agreed for 4th November.
