Police have been responding to reports of anti-social behaviour involving electric motorbikes in the Puckpool area, and they need help identifying this person. These vehicles have been ridden dangerously and without due care or attention near Puckpool Park and Appley Beach wall between 26th April and 8th May. The bikes are mostly black, and one has been described as lime green. The riders have been seen wearing no helmets, weaving between cars, driving at speed and pulling wheelies. The vehicles have also not been displaying registration plates. Legally riders must have a license, insurance, registration, and display L plates. A Hampshire & Isle of Wight Constabulary spokesperson has said:
“As part of enquiries we are keen to identify the person pictured in this image.”

The bikes are very illegal and would have been imported. This bike is not registered and has not legal for UK roads. They are not cheap and are not easy to get hold off. The rider also likes to smoke a spliff whilst riding it.
Based on his most common routes, my guess is from around Spring Vale or sea view area. Rich mummy and daddy paying for it is my guess.

The police have to catch the culprit first and determine what class of e-bike it is. If it’s a class 1 (EAPC), as I suspect as there appears to be no hand throttle, you must be over 14 years old, the motor must be less than 250W and a top speed limited to 25kph. This is classed as a bicycle and no licence, insurance, helmet, L plates or common sense is required. However, riding a bicycle on a highway or public area in such a manner that is likely to injure others or damage property is an offense and the penalty will be affixed to his age. Even these small e-bikes can perform wheelies and havoc. If it is class 2 (S-Pedelec), must be over 16 years, must register, must insure, must pass CBT etc. Then the police can throw book at him.
