A 7-bedroom House in Multiple Occupation (HMO) proposal for Haylands in the east of the Isle of Wight has been met with mounting opposition.
Planners have received 23 representations from members of the public opposing Mr and Miss Jerram’s retrospective application for a change of use of 1 Butts Road in Haylands, a residential property near Upton Road Park.
Concerns include the scale and intensity of the use, a lack of parking spaces, noise and disturbance, anti-social behaviour, extra traffic, the proposal not being appropriate for the location, and the adequacy of waste storage.
As previously reported by Island Echo, a proposal for a new 7-bedroom House in Multiple Occupation (HMO) was lodged with the Isle of Wight Council at the beginning of August, with Ryde Town Council going on to support the application subject to a parking provision assessment being carried out which supports the additional parking required.
The Jerrams’ agent, Holbrook Architectural Services, previously said the application is not considered to result in unacceptable harm to the character of the area, neighbouring amenity or highway safety.
Planned internal arrangements include individual letting rooms, a shared kitchen, bathroom and communal facilities.
A joint objection with 25 signatures, lodged by Brett Nicholls, said:
“Residents are concerned the number of proposed spaces may not adequately reflect the parking demand reasonably capable of arising from seven independently occupied rooms.
Article continues below this advertisement “Residents of both Butts Road and the adjoining section of Upton Road are particularly concerned that any parking demand which cannot genuinely be accommodated within the application site would be displaced onto surrounding streets, particularly Upton Road.”
Charlotte Forrester meanwhile claimed HMOs typically generate higher levels of waste than single-family dwellings.
She said:
“There are concerns regarding the adequacy of refuse storage arrangements and the potential for bins to create visual clutter, adversely affecting the appearance of the street scene.”
Holbrook Architectural Services previously said the proposal includes provision for cycle and refuse storage within the site, together with generous parking and garage facilities.
It said:
“The proposal represents an appropriate and sustainable use of the existing property within an established residential location.”
County Hall’s public consultation on application 26/00748/FUL ended on 7th September and a decision is scheduled for 30th September.
Bottom line is, not one top councillor or anyone on planning would want such a HMO, anywhere near where they live.
The very bottom line is neither will they ever have to.
So the rest of us know all too often just what sort these places do and will attract in the all too near future.
Not so long back most nere do well people (oft not always being their ‘fault’ if born different) were not distributed and inflicted amongst normal families, the elderly or hard working people, but kept in social housing areas. The policy of scattering such in the vain hope that the good may lift the bad to wish to better themselves has failed miserably.
Just note, that those who make the rules will always live well away from their socialist experiments, such is their faith in them, or, more likely, lack of care for the rest of us tax payers.

These homes ALWAYS have benefit and undesirable people living in them. Imagine 7 of the losers in one house in a quiet residential area The landlords always start off with high ideals but the only reason they go to HMO is because of the money. Greedy brings hassle for the neighbours.

They are intionally lowering the tone of the area, impacting house prices…i was actively looking to buy in this area, but not now..until this is prevented

I know that area, the biggest problem is car parking for residents. Basically there isn’t any!
