A brownfield site in an Isle of Wight town centre will be redeveloped with two new semi-detached houses.
Planners have accepted Mr P. Dempsey’s revised plans to build two two-bedroomed properties at 11 – 13 Scarrots Lane, Newport. The homes are classed as ‘market housing’, according to his application form.
A statement from the Andrew White Planning Consultancy said:
“The site is a vacant site located on the south side of Scarrots Lane.
“The character of the location is a mixture of commercial and residential uses, with warehouses, small scale workshops, shopfronts, flats and terraced housing.
“The proposed 2 units will make a contribution to the overall housing delivery on the Isle of Wight, providing the type of housing development identified as needed.”
It said that the proposed design complements and enhances the character and surroundings of Newport Conservation Area.
A spokesperson for Newport and Carisbrooke Community Council said that whilst it ‘approved in principle’, there were concerns over pedestrian safety, the development’s seemingly open side access possibly leading to anti-social behaviour and wood cladding not being in keeping with the conservation area.
The Isle of Wight Council’s decision report on proposal 25/01007/FUL said:
“Subject to conditions, there would be no harm from the proposal on the heritage assets being the conservation area or nearby listed buildings, with conditions being imposed for archaeological works.
“The impact on the character and appearance of the conservation area would be neutral in the planning balance.
“Given the mixed uses in the vicinity and current level of mutual overlooking and background noise and activity, it is considered that this proposal would not cause any harm to neighbouring amenity levels.”
Planners attached 13 conditions to the consent for legal and planning policy compliance, highway safety, suitable drainage, environmental and heritage protection and the interests of the area’s amenities.
