The future of 2 housing developments on the Isle of Wight now looks uncertain after a cabinet decision to throw out necessary parking orders.
The Isle of Wight Council’s cabinet last week refused 2 Traffic Regulation Order (TRO) applications, which would have seen yellow lines introduced in Freshwater and Newport.
Both proposals went against a policy the cabinet approved in July, councillors said, which meant if on-street parking was lost, it must be replaced nearby. It also said in areas of parking stress, steps must be taken to minimise the net loss of parking where possible.
In Freshwater, yellow lines were needed on Birch Close, ahead of further development to ensure safety for all road users. Conditional planning permission was granted in November to build 44 new homes — 35% affordable — extending the cul-de-sac, but parking restrictions had to be imposed first.
In a report to cabinet, officers said the yellow lines at Birch Close would see a loss of 4 parking spaces but nearby properties have private driveways.
There were 48 objections to the Birch Close proposals but officers reported the yellow lines, if introduced, would increase visibility and regulate parking.
The other was on Horsebridge Hill, in Parkhurst, at the junction with Hogan Road where officers said there would also be increased visibility. In this case, officers said there would be no net loss of parking as the TRO would be implemented after compensatory parking spaces were made available on the development site down the road.
Permission was granted for the 10-home development, which backed onto Noke Common from Hogan Road, in February 2019 after the Planning Inspectorate overturned the council’s original decision. The Planning Inspectorate added special conditions to the permission, officers said, to ensure no parking spaces would be lost for the residents of Horsebrige Hill at any point.
At the cabinet meeting last night, Councillor Chris Jarman said both applications were not compliant with the council’s policy so were rejected.
Both housing schemes needed the traffic regulation order approved and in place before the development could start.

Unless grateful close builders are used planning is seen to be doing it job, yet the eyes turn blind it appears when the former is used or there is life changing sums of money involved in the Islands ruination.
Throw out all the new builds, the Island hasn’t got adequate health care to cater for its existing population. The roads are at full capacity, sewage disposal is inadequate and can take no more (Ref Southern Water). Get the message THE ISLAND IS FULL.
Double Yellow lines need installing full length of Great Preston Rd Ryde
Also tow away vehicles that park on the pavement
I don’t believe IW Council know what Yellow Lines are.
Drive along Regent Street in Shanklin, so many vehicles parked
Fully on the Pavement.
Pedestrians have no chance getting along.
You pays your money, you takes your chances. Unlucky.
One in the eye for the ‘yes’ men down at the planning office.
I wonder if the Isle of Wight Council actually asked the people who live here on the Island whether they want all these new housing estates built what answer they would get?
But, of course, they wont ask us because they probably know the answer they would get.
The simple answer is people on the Island have said YES! when they voted for the party manifesto that outlined the policy to build more housing, if they do not build the hundred’s of new homes required by Government policy they will be sanctioned. So we have no control locally and have to find new ways to stop green field spaces being lost to development.
Correct.
Local councils, whatever their political colour, are largely powerless in this.
It is the National Government that is responsible for the housebuilding requirements on the Island and, as the Isle of Wight consistently votes Conservative, we only have ourselves to blame.
Are you all really that selfish, there are genuine Islanders in need of affordable housing and you all just champion stopping delivering these houses how ever you can, please can one of you come up with a viable plan and locations across the island to deliver the affordable homes required for Islanders. Its not fair on those requiring affordable homes in the West Wight to just keep asking Jarman to come up with what you think are more and more clever ways to stop delivery, fact, these decisions will cost the IOW tax payer of much needed funds for other services as the Council continue to loose when challenged, stop your NIMBYism
If they stopped houses being bought as holiday or second homes there would be plenty to go around
Correct I agree that would stop the issue but you are all trying to close the door after the horse has bolted, by far the bigger problem is what has happened to the island over years now, people buying homes to retire in, then coming here and complaining every way they can about any further development and all this does is price the genuine Islanders out of the market or worse leave those in genuine need for affordable homes with nowhere to live. So if you going to stop 2nd home owners then why not concentrate on the retirees coming here too, the problem with that is going back years that would mean the vast majority of the current Councillor’s would fall into this bracket especially no.1 anti House builder Jarman
Yes. The figures clearly show that the biggest pressure on housing is due to the large increase in the elderly population.
They have moved here but don’t like the consequences of doing so. If you increase the population of an area you need more housing.
It is weird how it is allowed to just park “on the street” rather than only on a space that’s separated from the surface used for driving, and then even buses have to squeeze by. In plenty of countries that’s outlawed as a potential danger AND nuisance for other drivers. My friends from EU are always baffled when they tour IOW that UK allows it and just this week I had to ensure them that street we walk on is not full of crazy dangerous road hogs 😀
