CCTV footage of a Police sergeant using ‘simply inexcusable’ force against 2 detainees in custody at Newport has been released following the dismissal of Sgt Simon Lythgoe yesterday (Thursday).
As first reported by Island Echo, 50-year-old Simon Lythgoe appeared before a Hampshire & Isle of Wight Constabulary misconduct hearing in Eastleigh, Southampton on Monday, facing action for breaching professional standards by use of force and discreditable conduct.
After just 3 days of hearing the evidence against him, the panel found the experienced copper – who had served with Hampshire Constabulary for over 25 years – guilty of misconduct by using force on 2 occasions that was unnecessary, unreasonable and disproportionate.
He was immediately sacked from the Force on Thursday afternoon.
It was heard this week that on 15th January this year, Sgt Lythgoe grabbed a detained male by the neck in what appeared to be a demonstration of power. CCTV footage shown to the misconduct hearing shows Lythgoe coming out from behind his desk and grabbing the male, pinning him against the wall by his neck.
Less than a month later, on 5th February 2022, Sgt Lythgoe used force again, this time on a vulnerable female who was pinned down in her cell. CCTV footage showed Sgt Lythgoe grabbing her by the neck area.
Now, Hampshire & Isle of Wight Constabulary has released the footage of both incidents with a clear message that it will not tolerate such behaviour.
Deputy Chief Constable Sam de Reya of Hampshire & Isle of Wight Constabulary has said:
“The public should have confidence that when we use our policing powers to arrest and bring people into our custody suites, detainees will be treated with compassion and care.
“The case involving Sgt Lythgoe and the level of force demonstrated by him on duty is incredibly disappointing and completely unjustified. This is not the way we care, manage and deliver safe detention for the 25,000 people who every year come through the Hampshire & Isle of Wight Constabulary custody centres.
“This type of extreme behaviour is never acceptable and goes against everything we, as officers and staff, work hard to honour and protect every day; to protect the public and keep our communities a safe place for all.
“This case was highlighted to our Professional Standards team by a person working within the custody block, Sgt Lythgoe was placed on directed duties and the circumstances were thoroughly investigated leading to the misconduct hearing. A comprehensive review of the evidence by the misconduct panel has rightly led to the immediate dismissal of this officer. This demonstrates that we act quickly as a force to ensure we proactively investigate offences, misconduct and poor levels of service and root out those who have no place in the police service.
“Our officers and staff operate to the highest standards of behaviour and professionalism expected of our communities and colleagues. They are committed to bringing criminals to justice and are regularly putting themselves in harm’s way to protect people and save lives. When the standards of one individual fall short, it impacts on us all.
“Due to the complex and sometimes violent nature of the policing role, we do have to engage the necessary policing powers and at times use force. We have clear guidance, training and scrutiny to ensure when we do apply force it is proportionate and necessary.
“The panel has concluded the physical actions of Sgt Lythgoe were simply inexcusable and he has been dismissed with immediate effect. On behalf of the force, I would like to apologise to the victims in this case and thank the colleague who stepped forward to challenge and report behaviour.”
In 2016, Sgt Lythgoe was recognised for his good work in helping a distressed lady to come away from a cliff edge. In 2018, he broke a world record for weightlifting.
In the past 18 months alone there have been a total of 10 misconduct hearings carried out by Hampshire & Isle of Wight Constabulary and it is understood there is at least 1 more hearing relating to an Isle of Wight officer scheduled for the coming months.

As we watch the reputation of the Police Force deteriorate further, due to their reluctance to investigate the crimes which affect us, yet act very heavy handedly against vulnerable people, we wonder how low can it go.
They have been entrusted with power and the authority, but misapply it – no wonder so few members of the public now have a positive impression of this organisation which they entrust and fund to protect us.
Isn’t it about time an independent body is set up to oversee their actions, rather than allowing them to handle their own complaints ?

Aside from the assault there are two things that bother me. Firstly this animal went undetected for 25 years. God knows how many others he bullied over a quarter of a century. Secondly, the officers standing by watching. They are police officers, they need to learn how to police. A crime being committed right in front of them, no matter where it happens, is something they should act upon to protect the public.

Simon helped my son about 20 yrs ago. My son ended up in hospital after an incident at Ryde high school and Simon went above and beyond to support us and help. Without Simons support my son may not be where he is today, both in his educational and personal life. Thank you Simon.

The credibility of the police is dropping, I have experienced threatening behaviour from them when on more than one occasion such as having a baton flipped out on me when sitting at Newport bus station suffering with something called hypo kalemia but the policeman insisted I was drunk and upsetting an elderly woman, I was actually on my way to St Mary’s. I should have made a formal complaint.

I think most of us can probably sympathise to a degree with someone losing their rag with some of the moronic people around, but as a police officer you simply can’t do it, or not these days anyway.
Maybe if we heard what was going on before or what was said to the officer it might put it in context a bit, but still it’s not behaviour an officer can hope to get away with these days.
Doesn’t matter what happened before hand. You can clearly see in the video with the female she is blatantly having a go and probably trying to rile him up. But that’s what the job entails. People that are intoxicated and arrested don’t normally agree with being so, and will try and annoy the officers. But that doesn’t mean they can choke slam people. Especially not a female half his size! Even the bloke in the custody suite wasn’t doing anything other than mouthing off.
And for the people saying it’s awful that his colleagues did nothing, they did. They reported him. What were they supposed to do at the time? He would’ve just turned on them also.

It is not the officer’s job to make value judgments about what the person is there for. There are processess set down for dealing with people and as long as officers follow them it protects both the police and the public. In the UK our police do not, as a matter of course, carry arms. Rather, they police by consent and this requires the support of the public. The moment actions like this officer’s become accepted, the confidence in our police is undermined and they can no longer police by consent.

We recently watch a person behave in an extreme violent verbal way at bar staff in Stratford Upon Avon.
After police were called he needed restraining and walking out of the premises by two police officers. The police officers were spat at in their face, he refused to get in the police car and was kicking off when the van arrived, it was a very frightening experience.
If force was used perhaps that was needed.
The offender didn’t think twice before obviously committing a crime did he/her.

Hardly assault, didn’t see him punch or kick,he didn’t use a weapon purely put in place individuals that were not cooperating as should. Like most videos we don’t see what started this and full story, they might of been making threats to his family or other officers or might of damaged custody etc.
If you walked into a police station and did that to a police officer you’ll be locked up for a few years. He should be jailed along with the other so-called officers who watched him commit a crime and did nothing about it. Questions need to be asked about this thugs history, how many other people has he assaulted over the years? Over the last few years how many police officers have been charged with serious crimes and jailed? This thug is just another criminal masquerading as a law enforcer. Also as a senior officer he is supposed to set a good example to other officers, clearly he’s doing the opposite. No wonder they get so much bad press.

Actually good people can go to the nick. They can get accused of something they haven’t done and if its a serious crime be arrested and brought in for questioning. You could be unfortunate enough to be in that position too one day. You never know what the future holds. But you would hope those in charge didn’t attack you when your helpless and unable to defend yourself.
Some good people do get arrested, even if there isn’t any evidence. That’s why people are arrested ‘on suspicion’ of an offence. They are usually arrested, put into a cell and questioned. Then the police have to either charge the person or release them under investigation.
I have been in this position in the past. I had an alleged offence hanging over me for several months before the CPS decided there was no case to answer.
I suggest that you research police procedure before you claim that ‘good people don’t go to the nick’.
Let’s hope that you don’t get arrested on a false accusation.

I have seen authority figures act in a similar way to convicted men who have been screaming, “do it – you’ll be doing me a favour”. Officers are subject to random drugs tests with no notice, working in a medical capacity in this custody for 5.5 years, he never failed a test, so no steroids there.

He was highly respected and I’ve seen him spend hours talking to detainees in cells, taking abuse, always calm and saved a life.

We don’t know that he wasn’t kicking off in the lead up to the video clip! Prison and the nick should be a place that criminals should be scared of! The police station needs to be a place you don’t want to go! Maybe if people feared going to prison! Or feared going to the nick they would think twice about carrying knifes & stabbing killing people! Although this was brought to the attention by a member of their team , why wasn’t he stopped by any of the officers, in the video it seems they stood there and watched ! I do feel the officers should be allowed to use force when or if necessary but in the video it didn’t seem required
