A decision on further double yellow lines on a busy residential road in the heart of the Isle of Wight has been deferred following Council officer advice.
Monitoring officer Christopher Potter recommended holding off on a decision regarding ‘No Waiting at Any Time’ parking restrictions at parts of Forest Hills, Arthur Moody Drive, Broadwood Lane and Park Close at last week’s economy, regeneration, transport and infrastructure committee (ERTIC) meeting.
As previously reported by Island Echo, the proposals are based on an October 2022 conditional permission for developing land west of Forest Hills and Arthur Moody Drive, which requires possible highway safety implications to be mitigated through a Traffic Regulation Order (TRO).
Committee members voted to defer the item, based on officer advice, until the committee has complete information.
Mr Potter said:
“My advice is to defer on the basis that you do not have all the relevant information in front of you…We need to bring clarity to it.”
Earlier in the evening, Mr Potter was asked by Alliance ERTIC chair Julie Jones-Evans if the committee was “safe legally” to decide that day, even if the planning permission for the development had expired, something which she added there was not entire certainty about.
To which Mr Potter added:
“There’s obviously some uncertainty regarding the status of the planning application. From what I’ve understood…there’s a standard three-year time scale within which to commence development.
“I don’t know the facts as to whether or not any commencement has been undertaken. You need to be looking at the circumstances behind the need for making a TRO. If you’re in any doubt…need more information then the only safe course would be to adjourn for clarification.”
Cllr Joe Lever, Green Party representative for Carisbrooke and Gunville, said:
“I appreciate there may be other fact finding to do but the decision notice itself on the application says…to grant planning permission…subject to compliance with the following conditions and number one is the development hereby permitted shall be begun before the expiration of three years from the date of this permission.”
He proposed the motion to defer the item until the committee has full information.
