Cabinet Member for Planning & Enforcement, Councillor Paul Fuller, will request that when Full Council meets on 18th January, more time is considered to allow the Cabinet to consider the implications of a new national planning consultation on both the content and programme of the Draft Island Planning Strategy (IPS).
This is a result of December’s Ministerial Statement from Michael Gove, the Secretary of State for Levelling Up, Housing & Communities, when he announced a number of possible changes to the National Planning Policy Framework (NPPF) in relation to housing, local plans and other issues.
Following this announcement, a new ‘NPPF Prospectus’ consultation was launched by the government on 22nd December 2022, running until 2nd March 2023 and can be found on the DLUHC website. A link can also be found on the IWC website.
Over the coming weeks, the IWC will be reviewing in detail both the questionnaire on reforms to national planning policy and associated NPPF draft text.
The NPPF consultation outlines a series of proposed amendments to national planning policy including (but not restricted to):
- Calculation of housing need;
- 5 year housing land supply;
- Housing Delivery Test;
- Presumption in favour of sustainable development;
- The ‘tests of soundness’ for plan making;
- Provision of social rent homes and housing for the elderly;
- Introduction of National Development Management Policies
It is expected that a revised NPPF will be published shortly after the close of the consultation in Spring 2023, at which point the council will have to make planning decisions and prepare the local plan in line with the new NPPF, hence the necessary additional time needed to consider the Draft IPS.
Councillor Fuller will be arranging briefings for Isle of Wight Councillors during the rest of January 2023 to discuss the content of the NPPF consultation and what some of the key issues may be for the island as a whole and the progress of the Draft Island Planning Strategy.
Councillor Fuller is also encouraging as many people as possible to get involved in the consultation:
“The government is proposing to make changes to national planning policy, some of which could be in place as early as Spring 2023 and some of which could have significant impacts for the Island, therefore it is imperative that the Council fully appreciates what impact these changes may have on the preparation of our local plan.
This is why I will be asking Full Council next week to allow more time for the Draft Island Planning Strategy to come back before Full Council. It is also important for people who have been interested and involved in the Draft Island Planning Strategy process to think about responding to the Government consultation to get their views across at a national level.”

What a load of Rubbish
The idiots cannot even STOP vehicles parking on Pavements along
Great Preston Road Ryde
IW Council could not organise a p*ss up in a Brewery,
yet alone organise some Road and Pavement safety.
All are a bunch of useless Numpties
I feel very sorry for disabled persons in mobility scooters
not getting any support from the Authorities.
Pavements / walkways should be clear of Vehicles
The Authorities have a duty of care.
I was walking along with my pram yesterday & a Yellow Car
was parked fully on the pavement outside 90 Great Preston Road
I had to walk in the Road being we were unable to get by.
Even noticed the Postman had to walk in the Road
Inconsiderate families should think of others
I have spoken to a few friends who have had similar problems due to this
Household blocking pedestrian walkways & they have contacted
IW Council and Bob Seely
Together we can STOP the persons living at No. 90 Great Preston Rd parking inconsideratly!!
Only 1 family is the problem.
No. 90 Great Preston Rd
They are making it difficult for everyone else.
I can only imagine that the individual doing this lacks an education.
It’s not rocket science, educated persons do not park on a pavement
only an idiot would do that!
The NPPF was submitted to every council months ago, how long does it take for you to come to a conclusion as it effects the island and make the necessary recommendations to council.I have read this document, it is not complicated or over long, if you continue doing nothing the only people who will benefit will be the developers with a slew of applications prior to you setting a housing need policy which you find impossible to turn down.
That’s what they are faffing about for , beggar the infrastructure etc …
Delay delay excuse excuse …
Would love to see the busy timetable they operate on a daily basis —– arrive Tea / coffee ….faff tea break faff lunch faff some more tea break …faff — home time !!!!
I cannot understand why the council would agree to build any more homes, BEFORE we get a bigger or another HOSPITAL… !! Bringing more people to this Island will not help at all.. The roads are full, there are no extra parking places.. Wider roads, making room for a cycleway, and a larger or/and a new hospital..
An island plan? Isn’t that lets cram in as many houses as possible?
Doesn’t really matter cos they don’t have a plan anyway. Useless.
There is a plan, and that is to dump as much dross as they can from the mainland.
