Duncan Mills, the long-serving and highly respected Executive Headteacher of The Cornerstone Federation, encompassing The Bay CE School and Niton Primary School, has announced he is leaving his role of Executive Headteacher at the end of the Summer term.
It has been said that Duncan has decided that this is the right time to step down from the role and begin a new chapter, with his departure marking the conclusion of a remarkable and transformative career dedicated to young people on the island.
Duncan has worked in education for 37 years, starting his career in Barnet, London, where he worked for 17 years, then he joined the Local Authority at the Isle of Wight Council.
Duncan’s leadership journey began at The Bay CE School in 2010. Under his visionary guidance, the school earned a string of positive Ofsted inspections, growing to become an incredibly successful and consistently oversubscribed school.
Throughout his tenure, Duncan became widely known for stepping up in times of educational crisis. In 2014, he took on the headship at Niton Primary School after it was deemed ‘Inadequate’ by Ofsted. This saw the formation of The Cornerstone Federation, which demonstrated his resilience and strategic leadership. Duncan successfully turned the school around, creating a thriving, well-loved school which secured consecutive ‘Good’ Ofsted ratings in both 2017 and 2023.
Perhaps his most defining legacy came in 2017 when the Academies Enterprise Trust announced the closure of Sandown Bay Academy, leaving Sandown facing the prospect of having no secondary school.
Duncan was instrumental in saving secondary education for the town, spearheading the expansion of The Bay CE School into an all-through (ages 4–16) school, taking over as Executive Headteacher across both primary and secondary sites.
Under the umbrella of The Cornerstone Federation, formed in 2016, the all-through model has gone from strength to strength. By utilising shared facilities, implementing joined-up curriculum planning, and deploying expert teachers across both sites, Duncan created a seamless educational journey. This innovative approach was validated in February 2023 when Ofsted graded the all-through school as ‘Good’ with inspectors citing this as ‘No mean feat’.
This was the first time in 14 years the secondary site had been rated as Good.
Further accolades followed in December 2025, when The Bay CE School received a glowing Statutory Inspection of Anglican and Methodist Schools (SIAMS) report. The inspection highly praised the school’s strong Christian vision and its “remarkable commitment to enabling pupils to flourish.”
Even as he prepares to step down, Duncan continues to secure the future of education in Sandown. He has worked tirelessly behind the scenes to secure a brand-new build for the secondary site, with construction officially scheduled to begin in April 2027.

“He has worked tirelessly throughout his tenure to ensure that schools he has led provide the very best education and experience for staff and pupils. He has selflessly taken bold decisions to ensure that the schools in the communities of Niton and Sandown are safeguarded for future generations.
“We wish him well with whatever he decides to do next”.
