A scheme focused on addressing anti-social behaviour and enhancing community spaces has launched in another 3 towns on the Isle of Wight.
Operation Clean and Safe sees the Isle of Wight Council’s Public Realm Officer Team join up with colleagues from Hampshire & Isle of Wight Constabulary to patrol and enforce Public Space Protection Orders (PSPOs).
After successful rollouts in Newport and Ryde, patrols will be moving to Sandown, Lake and Shanklin, with the first launching this week.
PSPOs are legal measures that allow councils to tackle anti-social behaviour in public areas and environmental offences such as dog fouling, dogs being off leads in restricted areas and littering.
A handful of PSPOs have been put in place in recent years, designed to deal with specific problems that have a negative effect on a local community’s quality of life.
As part of this, officers also check to see if dogs are microchipped with up-to-date details registered on an approved database, in line with the Microchipping of Dogs (England) Regulations 2023.
Patrols were carried out in Wootton, Fishbourne, Havenstreet and Ryde town in January.
Officers have also been patrolling through key locations in Newport like St James Square, Church Litten and the bus station since the operation started in November.
Council representatives patrol with police colleagues to engage with residents and visitors, install additional signage, educate and encourage responsible behaviour, and issue Fixed Penalty Notices when necessary.
Since Operation Clean and Safe started, the Isle of Wight Council has issued a number of fixed penalties for a range of environmental offences including dogs off lead, littering and fly-tipping.
Emily Tapsfield, Service Manager for Environment, Waste and Public Realm, said:
“Operation Clean and Safe helps ensure our town centres and beautiful coastal areas remain places we can all be proud of.
“We all play a part in keeping our public areas clean, and these shared spaces will quickly lose their beauty if they are not treated with respect.
“Expanding Operation Clean and Safe to more towns across the Island can only help maintain our high standards.
“From picking up after your dog to using bins correctly and treating shared spaces responsibility, we have to work together to keep our public spaces clean.
“We’re working closely with our partners to encourage people to take responsibility. Our teams are here to educate, guide and support residents, but we will take enforcement action when it’s needed.”
PSPOs requiring dogs to be on leads in certain areas have been in force since 2020 and are in place to ensure that our parks, beaches, cemeteries, recreation areas and roads remain clean, safe and enjoyable for everyone.

Part of the order requires dogs to be kept on leads on all public roads, including pavements and verges within the Isle of Wight Council’s boundaries.
Residents are encouraged to follow updates on social media and report specific issues via the council’s website or directly to the police.

I suggest following him to his home and take note. Publish his address on this conversation. Then go about collecting samples of doggie waste by the shovelful and in the middle of the night, deposit said shovel-full on the offender’s front doorstep. Either wait while hidden for his view to exit his home the next morning only to find your “gift” awaiting his departure. Another variation of the idea is once the shovel has been deposited on the doorstep, wait until the offender (no, not the pup!) is sleeping and then approach the home and ring the door bell. Wait for him to answer and then run. He will give modest chase and stumble onto your surprise while trying to give chase to you. While he encounters your “gift” on his pink bedroom slippers be sure you have your cellphone camera ready to share the end result with all of us who are reading this now.
I totally agree with you. Maybe if someone knows this idiot and the aprox time the dog is walked, if the dog has a dump, have a pair of gloves or something to cover your hand and get a lump of poo, go up to this vile individual and smear it on his cloths and face.

I have NEVER been harassed by a dog off lead. Dog owners on the IOW are some of the most respectable people there are. How lovely of our Council to come and terrorise law abiding citizens for a quick buck! Are there not enough scumbags they actually could be going after? I really start to hate this country…

Unfortunately we have to play to the slowest thinking and dumbest in our society, the good folks are then also affected, even though there is no wrong doing.
What gets me are these loud modified cars that certain thick feral breed seem to drive, one ran my cat over so I absolutely despise them so much.
Such vehicles should be crushed, only a Numpty would
be seen in one, nothing clever about making noise in
anti-social vehicles.

In Oxfordshire 69% of speed tickets are from mobile speed
camera vans, it’s about time the island bought some more
mobile speed camera vans.
