Prolific local offender Timothy Young is back behind bars this week after committing yet more theft offences, this time whilst subject to a suspended sentence.
It was on 23rd September that the 57-year-old was handed a sentence of 4 months, suspended for 18 months, for a string of shoplifting offences across the Isle of Wight.
Prior to that, he was made subject to a 12-month community order at the end of April for like offending.
However, within days of being given the suspended sentence by District Judge Callaway, Young was caught stealing from High Street shops again, putting him in breach of the week-old order.
The Class A drug user has an extensive criminal record with more than 40 convictions to his name, the earliest of which dates back in the 80s. He has gained a reputation across the Island, with lows including stealing from a charity shop and an honesty shop.
Defending, Oscar Vincent explained that at the heart of Young’s offending was his street homelessness, a lack of money and a severe leg disability as a result of a botched hospital operation, with means Young faces an amputation.
The court heard from Probation that Young will now be subject to more rigorous monitoring by the Police, following a successful Integrated Offender Management application, which will include regular home visits and weekly multi-agency meetings.
Magistrates, after considering the mitigation put forward and hearing from Probation, decided the only course of action was to activate the suspended sentence order.
The chair of the bench said that the situation was ‘pretty poor’, but noted that the sentence handed down draws a line under everything and provides an opportunity for a fresh start.
Young – who told the court he was ‘ever so sorry’ – will now spend 4 months behind bars, minus time spent on remand.
Magistrates also considered an application for a Criminal Behaviour Order, which was presented uncontested.
The bench heard that as well as his shoplifting, Young has a history of breaking into properties that he then takes over, and forcing people out of their own homes.
It was decided to approve the order for a period of 2 years.
Prohibitions now in place mean that Young cannot enter any premises that is a member of Newport Shop Watch, nor can he enter any occupied residential property or Southern Housing property without permission.
Young can only enter shops if he has the means to pay for items, he must not conceal items on his person and place all items in a basket/trolley. He must not conceal his face or head and he must get a receipt for items he purchases.
If he is asked to leave a store, he must do so – as he normally pleads innocence and becomes aggressive. He cannot do anything that will cause harassment, alarm or distress to another person.

The first thing these men need is help with getting off heroin. And even worse methadone. Don’t judge. Have you ever gone through withdrawals? Or given up drinking or cannabis? There is NO support available. Its a long painful drawn out process. Let’s see you do it.
Curious and even sad that you blame the condition of these people on lack of support and absolve them from any responsibility, give me strength. That attitude certainly indicates why society is in such a state.Do you not grasp the basic tenets of self- reliance and taking responsibility for your actions?
You’re very lucky in this life if you come from a non abusive stable background. Like I said. There’s no support available.
Not everybody is like you, we get through this tough life working hard & being honest & sincere & paying our way & bills. Taking drugs & the under world involved is a lifestyle choice, take responsibility for your own actions I’m sick of it all.
You wouldn’t see me poison my body with all that crap to start with. Are we meant to feel sorry for these people? We aren’t trees, we can change if we want to. Firstly you have to want to, and someone with a record going back to the 80’s clearly doesn’t. No sympathy at all.
It’s a lifestyle choice taking drugs, choices & consequences, take take take. No use to Society what’s so ever.
No it’s not. People taking drugs often have mental health problems to bury. Methadone the only solution given by our government and paid for by you, is even harder to get off than heroin. And when they do there is a three year wait for therapy. What do you suggest?
