An investigation into the Police’s response to the murder of Scott Cooper, which was referred to the Independent Office for Police Conduct (IOPC), has resulted in 3 control room staff being spoken to.
As previously reported by Island Echo, a referral was made to the IOPC in relation to the circumstances surrounding Hampshire & Isle of Wight Constabulary’s response to a murder on George Street in Ryde on 4th January 2022.
Officers eventually located the body of 33-year-old Scott Cooper, who had been stabbed multiple times in the face and neck. He bled out on the bedroom floor before being dragged into the bathroom.
It’s known that at 02:50 on Tuesday 4th January, just a couple of hours after Scott was killed, 2 Police officers attended Flat 3 at 74 George Street and had been just feet away from his body. Police returned to the same address later in the day and this time located Scott’s body.
The situation led to the matter being referred to the IOPC, but it can now be revealed that the IOPC passed this case back to Hampshire Constabulary’s Professional Standards Department to complete a local investigation.
As a result of the Professional Standards Department investigation, 3 members of police staff from the Contact Management Centre – the control room – were given Practice Requiring Improvement (PRI). This is a process used to handle complaints or conduct matters that do not meet the threshold for misconduct.
PRI is an opportunity to review what happened with a line manager, to look at whether there is any development needed, and to capture any learning for an individual or the organisation.
A suspect in Scott’s murder, Piers Brazier, was found not guilty of murder at the Isle of Wight Crown Court on Thursday 5th January.

Yer of course it’s the control room staff !, not that they are told and drummed into them to reduce amount calls and delay before deployment of officers. It’s Management to blame and funding cut’s etc.
has resulted in 3 control room staff being spoken to. Wow being spoken to not sacked SPOKEN TO.
So they should as they would not take any call seriously I am speaking from first hand experience.I was told they had been to the flat and had no concerns and would not discuss it any further
When you get multiple calls from the same scumbag drain on socially tosser like this ,then you get to point when you ignore it.
The boy crying wolf comes to mind.
Druggie scum.
Well said Terry – cooper was well known to the police – article below available online
july 2021
Scott Cooper, 32, of no fixed address, admitted assaulting an emergency worker by beating and cannabis possession.
Police were called to the Pavilion Bar, on Ryde Esplanade, following a report of men fighting on Saturday
The officer told him to leave and held Cooper’s arm to ensure he got no closer. Cooper muttered something to him, then spat at his face
He last appeared before magistrates in March for a racially aggravated assault and criminal damage and a common assault.Cooper has an established pattern of violent and aggressive behaviour when drunk
police were probably fed up with him
They get paid to keep “law and order”without fear or favour when you start picking choosing who you may or may not go out to you are on a very slippery slope Isle of Wighter they have a cushy enough number-over here as it is!,,You tell that to his family in person not via a keyboard that makes you as much as a gutless coward as the three involved in this were and are!.
Ruddy disgusting !!!!
This just shows how dire and pathetic our police is. But in around 3 months time we will pay more for this pathetic service
Like we do every year.
But if your house is broken into or your family are attacked you will be straight on the phone for help from police. It is people like you who are pathetic. Probably sitting at home living of
hand out’s from the public.
This stinks of corruption. It’s such a classic set up. Dealer gets in hot water, uses a copper on the pay role to scupper the investigation and then the trial. The police always find when they are looking for when they want to. They never ‘miss’ a dead body. They are trained to look in every nook and cranny. If you have had the police in your house you know what they are like.
hmm – this isn’t chicago and Al Capone.
This is backwater isle of wight, where it is more likely that it all kicked off in the flat over something irrelevant, yet highly important to junkies and scott’s reputation as a violent drunk, meant they were scared. I suspect that they have all blamed each other and the police cannot definitively point to the person actually responsible, meaning the jury must return a not guilty verdict.
The fact that all of them were there, in that flat and they know who is responsible, but aren’t saying and have no doubt used the “scared for their lives and couldn’t leave card” – means they all walk unless the police can put forward indisputable evidence.
This murder case should not of been heard on the islands crown court first murder case at the crown court for 30 years, the island is a small place everybody knows everybody, so i would suspect even some of the jury knew the suspect ,and the other two, it should of been heard on the mainland, at another court at the end of the day a young lad was murdered he has a family and they would want justice, so how can he be released ,are they going to reopen the murder case ,because someone murdered this lad and his family will want closure this absolutely is a farce stinks to high heaven and i believe they cant appeal against that scum getting off and now walking the streets disgusting this needs reopening and get to the truth
are you saying that solicitors and judges on the island aren’t as good or as qualified as those on the mainland.
everybody does not know everybody – the island has over 140,000 people on it
it isn’t closed – the file remains open and if new evidence comes to light, then piers and co. will be back in court. The law on double jeopardy was changed in 2003 which will allow the police to apply to the court for an acquittal to be quashed on new evidence.
He’s a dead men walking tonight
Are you going to do something to him then?
Doesn’t matter who or what he was, he was someone’s son
He probably new of the Damien people who jumped on him …. All the better for the old bull to look after some poor boys one if whom who has hit and run and not allowed to use his ex army uniform because he’s a drug addict who has a new Land cruiser in white who lives miles from his fans in East Cowes as he lives in Ryde and used to practice murdering for no harm only gain/ or something like kicks I don’t know anything other than he runs to the dustcart if he’s on his own. Thanks old bull happy birthday.
