Isle of Wight fly-tipping fines could be more than doubled to £500.
A proposal to increase Fixed Penalty Notice (FPN) levels for illegal waste dumping features in senior council officer Simon Moon’s new report to the environment and community protection committee (ECPC).
The council is not assuming additional income from the measure but points to possible benefits such as reduced environmental crime and lower clean-up costs.
A total of 14 fly-tipping FPNs were issued by the local authority in quarter one of 2026/27, according to a previous ECPC report. FPN levels for fly-tipping offences are currently £200 and £120 for early payment.
A £250 early payment charge would apply if the proposal to increase levels to £500 is implemented.
Mr Moon’s paper says the financial climate for local government continues to present significant challenges.
Cost inflation, service pressures, contractual commitments and wider economic uncertainty continue to increase spending across many areas for which ECPC is responsible, according to the report.
It says:
“This proposal seeks to review fly-tipping FPN levels to strengthen deterrence, improve compliance and support achievement of existing environmental enforcement income targets.
“The principal risk is that higher penalty levels may not result in increased income if enforcement volumes or payment rates fall.”
Greater use of FPNs could reduce officer time spent preparing case files, attending court hearings and pursuing prosecutions, creating extra capacity for proactive environmental enforcement activity, the report adds.
The proposal to hike FPN levels is included on a list of savings, efficiency, cost avoidance and income generation proposals.
Council officers have recommended the environment and community protection committee (ECPC) endorse the plans for referral to the policy, finance and resources committee as part of the council’s budget setting process.
ECPC councillors will consider Mr Moon’s report at a County Hall meeting on 29th October, from 17:00.
