4 Non-Executive Directors have been appointed to the Hampshire and Isle of Wight Integrated Care Board in preparation for the organisation’s formal establishment on 1st July.
Julie Pearce, Martin Spencer, John Denham and Dr Mojgan Sani have been appointed following the passing of the Health and Care Bill last month. The legislation creates integrated care systems and includes measures to create an NHS Integrated Care Board which will bring together the NHS locally to improve population health and establish shared priorities.

Julie is a Registered Nurse with an extensive range of experience in the NHS spanning 40 years. She is currently Chief Nurse and Executive Director of Quality and Caring Services at Marie Curie. Among Julie’s achievements are leadership of a review of clinical governance across the charity, and subsequent implementation of changes to strengthen their approach to assuring quality and managing risk.
Julie was previously Chief Operating Officer for Dorset County Hospital NHS Foundation Trust with responsibility for the operational performance of the hospital, leading the review of clinical services, and facilitating a systematic review of service models. She has also held the roles of Chief Nurse and Chief Operating Officer for East Kent Hospitals University NHS Foundation Trust. Julie’s wide-ranging experience, with a particular focus on quality and clinical governance will be critical in ensuring the Integrated Care Board is focused on continually improving performance and delivering better outcomes for our patients. Julie will Chair the Integrated Care Board Quality and Safety Committee.
Until 2020 Martin was the Senior Vice President of NTT DATA (Nippon Telegraph and Telephone Corporation) Northern Europe – a business that delivers transformational digital services projects and large technology infrastructure programmes into both the public and private sectors. He was accountable for the business in Northern Europe with 5,000 staff, and under his leadership the business returned to profitable growth.
Martin has significant experience in business and technology consulting. His previous roles include six years as Managing Partner of Detica (now BAE Systems Applied Intelligence), and five years as a Partner with KPMG Consulting. Martin is also an experienced non-executive director, and currently serves as a Civil Service Commissioner; NED and Chair of Audit and Risk Assurance Committee for Achieving for Children, a not-for-profit social enterprise; Chair of Audit and Risk Assurance Committee for Ofsted; and as NED and Chair of Remuneration and Nomination Committee for the NHS Counter Fraud Authority. Martin’s expertise lends itself to supporting the Integrated Care Board to be as effective as possible as well as challenging us to always deliver the best value we can. Martin will Chair the Integrated Care Board Audit Committee.
From 1992-2015 John served as MP for Southampton Itchen and during his time in Parliament he held a number of roles in Government including Secretary of State for Innovation, Universities and Skills and Secretary of State for Communities and Local Government. He was also Parliamentary Private Secretary to Ed Miliband from 2011-2013.
Since leaving Westminster John has been a Visiting Professor and Director of the Centre for English Identity and Politics at the University of Southampton. He is also the Co-founder and Chair of the Southern Policy Centre, a non-partisan think-tank that undertakes research and public engagement on issues such as widening participation in higher education, devolution, local government and poverty. As a newly formed Board John’s insight and skills will be hugely beneficial in supporting us to use our combined strengths to realise our ambitions for Hampshire and Isle of Wight. John will Chair the Integrated Care Board Remuneration Committee.
Until 2021 Mojgan was Chief Pharmacist and Director of Medicines Optimisation at North Tees and Hartlepool NHS Foundation Trust, and was previously Chief Pharmacist and Clinical Director of Medicines Optimisation at Nottingham University Hospitals NHS Trust.
In 2021 Mojgan took on the role of Corporate Director of Clinical Outcomes and Effectiveness at University Hospitals Sussex NHS Foundation Trust. She is also a Visiting Professor at the University of Huddersfield; an Associate Non-Executive Director at Gateshead Health NHS; and as a Trustee with the National Confidential Enquiry into Patient Outcome and Death. She has experience in a range of governor and non-executive director roles, including on the boards of East Midlands Ambulance Service and Tees, Esk and Wear Valley NHS Foundation Trust. Mojgan has been appointed as our first Associate Non-Executive Director of the Integrated Care Board.
More fat cats creaming off the money, why oh why, we need frontline staff, not more damn directors. Shameful.
Just what we need. More highly paid pen pushers, setting targets and complaining about (or taking the credit for) the people who actually do the work. Brilliant.
What an utter waste of tax payers money…yet again
Could be much better spent on way more important issues
Hospitals don’t improve by employing more pen pushers or that come from a financial background, if you want to improve services let nurses and doctors run the hospitals that know the medical background and where the money is best spent !
Looking beyond the usual mindnumbing meaningless jargon they are there to move vital services off the island.There is nothing intergrated about having to take a unreliable ferry and a car journey to recieve vital treatment or having an exciting IT interface that prevents you from acually seeing a GP to get referred in tbe first place
How many more ‘organisations’ do we need ? I’ve given up trying to count them, never mind trying to find out what they actually do. Care Commissioning Groups, NHS Trusts, etc etc all with their full quota of Directors CEOs Managers etc,. What we really need is more Doctors at GP Surgeries.
