Applications to adjust the planning conditions on the proposed Pennyfeathers development on the outskirts of Ryde have been submitted to the Isle of Wight Council.
It’s been almost 5 years since the large-scale Pennyfeathers scheme was given outline planning permission, but work is yet to begin.
Outline permission has been granted for a maximum of 904 residential units, a school, community centre, commercial buildings, the relocation of Westridge Garage, a community energy centre, sports building and changing rooms, structural landscaping, play areas and associated highway improvements.
Planners and landowners are working both with the Isle of Wight Council and Island Roads to resolve outstanding issues before the submission of a Reserved Matters Application, the approval of which will hopefully allow work to begin.
The ‘Pennyfeathers’ name goes back over 13 years with an initial planning application refused in 2013 – some 7 years ago.
Condition 3 of the permission granted states that “prior to the submission of any reserved matters application referred to in conditions 1 and 2 a phasing plan for the whole site shall be submitted to and approved in writing by the Local Planning Authority”.
Planners argue that the condition would read better as “with the” rather than “prior to” as they say as it is currently written it prejudices the ability of a reserved matters application being made in a timely manner.
Condition 15 says that “prior to the use hereby authorised commencing, for each of the proposed commercial units, comprehensive noise assessments shall be carried out by a competent person”. Planners wish for the condition to be changed to say “prior to the commercial use hereby” to ensure it is clear for all parties, rather than having to debate with lenders.
Condition 21 relates to footways and cycle paths in the area. 21. The condition states that “no dwelling shall be occupied until the footway/cycleway routes based on the layouts detailed on drawing no pf 2014 MP 01 Rev F Master Plan including the associated bridge adjacent to Smallbrook Railway Bridge have been constructed surfaced and drained in accordance with details which have been submitted to and approved by the Local Planning Authority”.
It is argued that such a condition could potentially see developers held to ransom when dealing with other parties and there could be a substantial delay when dealing with the Rail Authority, which would stop timely development coming forward. It is requested that the condition is changed to “no more than 100 units shall be occupied until the footway/cycleway…”.





























































































no – they are just trying to water it down – so that their environmental destruction of the greenfields, natural rainwater drainage, increased pollution and overcrowding can begin in earnest.
These leeches do not care about the impact on the island – all they are interested in is lining their own pockets – this development must be refused on the grounds that it is not in keeping with the islands new biosphere and climate emergency status.
councillors cannot claim to be green – yet want to wreck the natural beauty and functionality of the area – just to concrete it over and destroy all the natural habitats and c02 removing, oxygen generating plant life.
The Ryde town council turned this down fully.
And they should know better than the ‘main’ council of the future housing needs of Ryde.
But the main greedy, and perhaps corrupt council who have many developer friends likely very grateful for a huge highly profitable ruination mass development will NOT be living anywhere near the carnage and destruction they create.
The smallbrooke valley is beautiful and this ugly, unnecessary ruination if unforgiveable. Especially as it is likely to be filled with the overspill from mainland inner city estates, or whoever pays the most to rid themselves of their most troublesome tenants, which our greedy council will happily inflict on us, so long as they gain over one thousand extra council tax payments per month.
The wildlife is outstanding in this area, and soon the growing will be only in lofts, garages and the wildlife and history of this area destroyed forever.
Bad enough if really needed for Island people, but to see it stocked with the countries if not the worlds lowest will be even more awful.
The whole Island will be deeply effected by this, jobs, traffic, doctors, hospitals and of course crime on a scale we have yet to witness.
Still the developers and top council planners and ilk, will be living miles away from the misery they freely give to us all, shame CV is not more selective.
This whole scheme to ruin Ryde, not for a while, but for the rest of time is disgusting.
This is not ‘needed’ organic building.
This is creating a huge urban sprawl, to no doubt house much of the overspill from huge mainland estates. Their councils will obviously dump the worst of their dross onto our greedy, uncaring council, where NONE of the top councillors, nor their developer ‘friends’ will be living anywhere near the ugly carnage they create for years.
Whilst RYDE council rejected the building of such overwhelmingly, those with most to ‘gain’ over turned this, as we all knew they would, and now are just making it ‘look’ as though they care by nit picking over minor adjustments.

Few would have complained of the odd street being built slowly over decades, but to cover the small brook valley with concrete and then watch the boxes created be filled with many low life mainland dross, is unforgiveable.

An engorged pot of 1000+ council tax payments though, make ‘taking from that larger pot’ less of an issue for the greedy few at the top. Hence it will go ahead whatever.
I doubt they will get 1000+ council tax payments on these properties. There are no jobs over here so most of them will be on benefits.
Joe Bloggs, even IF the low life inhabitants ARE on benefits, matters NOT to our council, as CENTRAL Government then ‘foot the bill’ for council tax. So OUR council will still get the same amount in from those working or sponging.
Then we are larger income, far easier to cream off a deeper layer for wages, expenses etc for themselves. But imo it is the thank you betwixt developers and council which have the greater ‘attraction’, for everyone likes to be enthusiastically thanked.
The same developers were supposed to finish off our road in St Helens seven years ago. Despite IOW planning enforcement they have flatly refused to do so. Don’t give them an inch.

All it will be is another estate of over spill scum. The houses won’t be for anyone local, anyone local has already got a home. All this bull shit about ”affordable housing” is a cover up, who want’s to buy one of them on a life long mortgage surrounded by junkies and drunks they must think we are bloody stupid. More back handers for the greedy council from the mainland council to take their scum here because they are fed up with it causing trouble every where they send it over there. The crime rate has tripled over the last ten years on the Island because of this and we don’t want it shipped here from somewhere else. The Island is being poisoned by this lowlife transference. Keep it over there and build houses over there for it.
Not having read or delved into the application in detail, all i can say is this, how many more houses does the Island need??

Forgot to mention, are there jobs for all the people that the developers hope to sell them to?

Regardless of the town/area its located, how can the island infrastructure sustain an influx of this size without affecting the economic balance?
904 residential dwellings! It will become a “ghetto” for crime, large housing developments always do. The Isle of Wight council don’t care. This amount of building needs to be REFUSED. There will be social housing allocation, will IOW residents who have been on the waiting list for a ‘council’ house for years be given priority or will they fill them up with the low life lawbreaker families from the mainland? IOW Council get paid a substantial amount of money for allowing these troublesome types to reside on the island. More crime! Oh how things change and not always for the better. Then there is the subject of the road infrastructure having to NOT cope with the increased amount of cars, our 1 hospital etc etc….!!!!!!! THIS CAN’T BE ALLOWED TO PROCEED
We have voiced our opinions on this site and we all have come to the same conclusion, greed! We all need to write to the IOW Council and strongly oppose this ghetto that will undoubtedly not be a good thing for Ryde or the island in general. GET EMAILING EVERYONE, NOW!
This council has a record of being out smarted by professional companies, with taxpayer suffering increases to cover incompetence.
We don’t have enough Doctors and Dentist now and work situation is only getting worse.
Whole development should be for islanders only, but on a smaller scale.
Sadly Dicky, as anyone who arrives in the country with an perpetually re-filled womb knows, as soon as such is emptied on our soil, they magically become ‘British’ and the whole family then have rights to stay, so, anything clutching a rent book once arrived here will then ‘be’ an Islander.

Dicky, DON’T confuse the ploy of them being ‘out smarted’, as the outcome is likely pre-empted by those councillors who then receive the ‘largest thank you’ by those who ‘got what they wanted’ ‘despite’ the upright pillars of our society ‘trying’ to stop such, but then ‘surprisingly’ outsmarted by legal skills of those they pretended to fight.
Chances are they ‘knew’ that would happen from the outset, but a large thank you is worth more to them, especially if they then keep their jobs, and then ‘appear’ to have ‘tried’ to do the right thing making all seem to be just bad luck.
There is a deeply worrying amount of concern now with many Island planning deals.
My mother in law told us that a few years ago she saw a Penny feathers advert promoting the sale of houses in the window of an Estate agent in Sheffield? So they are casting their net off the Island.
