The Government has this morning (Sunday) confirmed the NHSX coronavirus contact tracing app WILL go live on the Isle of Wight for a period of testing next week.
Owing to the isolated and controllable nature of the Island, it is going to be used as a testbed for the new mobile app before it is rolled out nationwide in 2-3 weeks’ time – should the test prove successful.
The news was rumoured several days ago, as previously reported by Island Echo, but it was Transport secretary Grant Shapps that confirmed the fact to Sky News earlier this morning. Further information is expected to be announced by the Health Secretary Matt Hancock tomorrow.
Bluetooth technology is the key to the app’s success and will register contact when individuals come within 6ft of one another for at least 15 minutes. If a user develops symptoms they can inform the NHS, triggering an alert to be sent to other users they have come into contact with.
Users will be asked to hand over some personal details such as a partial postcode, age and gender, but others won’t receive this information. Users will remain anonymous up to the point where they volunteer their own details, and there will be no database that allows the de-anonymisation of users.
Island Echo understands the app will go live from mid-week onwards. Keep an eye on Island Echo for further information.
Around 50-60% of the country will be required to download the app for it to be effective. It is a vital part of the Government’s track and trace strategy to combat the coronavirus and prevent a second wave.
Council leader Dave Stewart has said:
“I am very pleased we can be the first place to use this new digital technology in the country.
“The app, which supports the wider programme of contact tracing by Public Health England, really does give us the opportunity to get ahead of the virus.
“People who have been in contact with symptomatic individuals will be identified much earlier than is currently the case and they will be provided with advice so they can act appropriately to protect themselves and our community.
“The opportunity to be part of this initial roll-out and lead the way for the rest of the nation is consistent with the council’s prime objective of securing the best possible protection for our whole community from Covid-19.
“I really do think this is an amazing opportunity for the Isle of Wight and one I know residents will join with me in embracing.”
Michael Gove said earlier this week that the Isle of Wight could see the lockdown restrictions lifted before anywhere else.

These aren’t conspiracy theories, as an expert in computer science this app could pose a potential security risk to the security of the country. If the app was to become widely used then it makes it a large target for groups seeking to cause trouble. No app is completely flawless in its security. This app is a good way in theory to ensure a de-escalation of the crisis however it has several issues such as what I have mentioned which need to be considered before rolling it out.

For your information the minute you turn your phone on you are tracked as to your phones wherabouts, its used all the time to find mispers ( missing persons ) its called triangulation. It is not an infringeent of your rights as you only hand over information that you want to and nothing to do with surveillance as that comes under a seperate set of laws, you are getting paranoid. Can you please back up this with data showing that most islanders have been doing this as all I’ve seen is majority out on the roads running, shopping everyday, or just driving for a jolly out. That is not isolating and there has never been a lockdown.
we don’t live in a city, its not like you have to dodge people on your daily walk to the co op now is it cliff. We are in no sense over crowded on the island and can live out our day to day life without usually meeting anyone so to be honest the whole things seems like a load of waffle, there should be a different set of rules as we are in a completely different place, there are no tower blocks with a thousand familys living on top of each other, over here theres just fresh air and long walks, get a grip everyone and no I don’t agree with us being used as a test only for the reason that we have a completely different set of circumstances to those on the mainland so even if it all went ok here, that wouldn’t be a good enough reason to lift the restrictions in other areas like the mainland that are overcrowded which will obviously increase the risk of spreading it. not a scientist just making an observation.

Go beyond the ‘someone else do it first’ mindset, follow the selfless people and we can all help even in this little way. Privacy is essential but there is less of that every day regardless of this app.

I assumed Dismus was talking about this Conservative government which effectively started with Cameron in 2010 and continued with May.

Hence massive rise in average wait for A&E and elective operations to the extent that waiting time penalties were abolished because Trusts were in such financial dire straits.
Easily forgotten now because of the current crisis. I agree with Dismus and hope that the NHS and its staff gets the funding it and they deserve over the next decade.

How will this work if you live at home with your family as you are close to them a lot of the time? Would the app be biased in the sense showing people near each other a lot when in fact they are just sat on the sofa next to their mum?!
That doesn’t matter? It’s just for contact tracing. So if one of your family gets symptoms, the rest of your family who you’ve been sat on the sofa with will get a text. But you’ll already have known they need to isolate. So it’s a moot point. It’s not to moan at people for being close to others. I worked on the Nectsr app campaign on the island. The majority I spoke to, not only the elderly but also young mums weren’t interested in downloading apps for several reasons; not suitable phones, not enough room on their phones,don’t like using apps or they didn’t have smart phones. I have family and friends who don’t use apps on their smart phones including FB and WhatsApp.

you are missing the point – the current set of laws requires government agencies to obtain a court order to access any data about you that has been recorded and stored by commercial websites or apps. This app, sends your personal location data direct to government servers, which renders the legal requirement to obtain a court order to access cell phone mast location data from the phone companies obsolete, for those that have downloaded the app.
once this “trial ” is complete and its current use “covid” is finished, it will be repurposed, that you can be assured of.

From this report i see 4 problems with this giving a true result
1 – You have to have a smart phone
2 – People have to download the app!
3 – it uses bluetooth so people have to have this turned on!
4 – you have to be in close proximity for 15 mins!

Other countries, such as china and korea have electronic curtains in place, which are far more intrusive – this in effect means – if your phone is turned off, or connects with another phone mast (other than the single mast it is associated with near your home), you are contacted by the state health department to ask why. In those countries, the phone companies actively provide the monitoring and the data to the state agencies to ensure compliance.
If you think you can leave your phone at home and go out, they have people employed to physically check on you or you are required to login on your phone and indicate you are at home.

Even excluding obvious things like cctv, ANPR and credit histories you leave a trail of metadata everywhere you go, even if you use a VPN.
Governments and big business spend a lot of time finding ways to harvest, analyse and use that information to their advantage.
The official term used is market research (or spying if a rival organisation or government is doing it)
Unless, of course, you don’t drive, don’t use a phone, don’t go out in public, don’t associate with, or speak to, other people and only use cash or barter.
Every time you log on to the internet you are giving away information to someone, even using your loyalty card in the supermarket gives away something…….as for using Amazon etc the mind boggles.
There are plenty of other applications and systems out there tracking your every move already this is just another in a very long list.
That doesn’t detract from the potential benefits of the app as part of the track and trace toolkit we need to safely end the lockdown.

So what IF you download the App then get a text alert what are you supposed to do then nobody has said are they going to provide testing facilities where you can go & get tested All this will do is cause panic on the island if you get a text it will cause people more worry have they caught it or not if they want to use us as Guinea pigs then lets see them give the islanders something in return like provide every resident a face mask at least , I for one wont be down loading the app as it stands at the moment till theres a clearer understanding of 1, Exactly what information you will have to provide & 2, What to do if you get an alert saying that you’ve been in close proximity to an infected person. You will only get a text if someone has been tested, then this info uploaded into the central database and tracking initiated.
That could be a week later and thus be pointless, as you would already know if you were suffering yourself by then. Having an app does not prevent you from getting a virus and as such is nothing more than a government tool for spying on people – as it will still be working and developed further, long after this virus situation has subsided.
They have already provided a testing facility at St Mary’s Hospital and they will be releasing details in the next couple of days as to how it will work please listen to the updates on your local radio before making your mind up.
still can take a week before you know – someone won’t present for testing unless they are symptomatic and that will be at least 3 to 5 days minimum and then what, you get tested, go home, wait, get another text to say you passed someone on your way home and need to get yet another test – you will be up that test centre every day.
Yes you could test negative in day one then contract it the next day and think you’re ok cos you’ve been tested! How many tests are you able to have!!

I think you miss the point. If you have unfortunately contracted the virus then this app is to try to limit the number of others that you infect, and others you have been in contact with that might infect. It is not designed to prevent you getting the virus. It is all about limiting the damage any of us do to society in the form of the R number. Lets not be selfish eh?

Apple and Google do not fully turn off blue tooth when you think it has. Apple and Google can supply an API to allow their app to still use BLE beacons when you think they Bluetooth off.
You are opening yourself up to attack if you leave bluetooth on permanently on your smartphone. Though I agree that this app might be a very useful tool, the government should try to find another way for it to work.

It is an experiment full stop. The government have no idea what will happen. False positives, bogus reporting, misinformation, Bluetooth issues are all major pitfalls which could have real world consequences. But someone’s got to start, so here we are!
As we are going to be a guinea pig for coronavirus why not use the Island to trial the legalisation of cannabis. That would kill the businesses of many egotistical small time drug dealers.

You are relying on others that you see dowloading this app, you are also relying on the person having dowloaded it, to get tested if they feel ill and then you are relying on the testers to update the system of a positive result, which then initiates a track and trace session – that will likely be at least a week from the point you saw someone and then you will know already if you are not feeling well.
its only benefit is to the state, who then knows where you are, where you have been and who you have been hanging around with.

that mobile ping data from the masts is only accessible by the mobile phone companies – at present the state have to obtain a court order to access that data – this NHS app, sends your data to the government servers immediately.

mobile mast data just has two phone within its scope, whereas this app shows those two phones within 6ft of each other, if they get close enough.

I am still struggling to believe that some people think this pandemic isn’t happening and that we are in some crazy scam by the government to be controlled! I think living in an island has its drawback because some are still living in the dark ages and are afraid of technology. I agree we should have been asked firstly and given that ,oat of the population are elderly and won’t even have smart phones is another factor to consider! We are already probably being tracked as every time you go on line your past searches flag up shops and websites you’ve recently visited. Being afraid of technology is one thing but being in denial is quite another, especially when lives are at stake. The Government has always been quite clear on its strategy, it wants herd immunity with the number of new cases kept to a level where the NHS isn’t swamped. However that hasn’t taken into account the emerging evidence of long term organ damage done by this virus, so the NHS may yet well be swamped by other problems. Nor is it fully known if survivors can reinfect or be reinfected. We are the lab rats in a nice self contained tank which can be locked down if it goes wrong.

The trial is here on the Isle of Wight, how many Islanders have a smartphone ? Mobile Phone coverage is poor on the Island at the best of times , Many over sixties have no idea what an App is or have a smartphone I have a Blue Tooth do I have to go to the Dentist ?
Just checked it is about 79% in the UK, 16 – 24 year olds 95%, 51% 55 – 64 year olds, so for the more vulnerable older folk it will not be so useful.
I use plenty of Apps for a wide variety of home and work uses and will readily download this one but I rarely use my phone for music or the radio and I transfer images by text or email.
The weakspot is going to be in having the battery draining Bluetooth constantly on!
Only problem I can see is that most of the island population is older and wouldn’t know how to download a app and use it unless they have a teenager around to help also we will have to run around to try to find a wifi signal to sign up
Why do people keep going on about older people not being tech savvy? It’s a myth. There are some obviously but the amount of young people that use Social Media without having a clue is also obvious, it all depends if you have an enquiring mind or not. This app uses Bluetooth beacons. They transmit a magic number that only the NHS knows about. Your phone creates a list of all the magic numbers you have seen. If one of these then is shown to have covid 19 then your phone will tell you. These magic numbers change as time goes on. It would require some other data tied to you and your movements to unlock this and identify you. And even then it will still require significant effort in data processing. As a software engineer with over 25 years of experience I can assure you your identity is not at risk. As for the app being miss used, yes and some have already described some ways it can. Please search youTube for computerfile video. A channel with leading computer scientists in the UK. They explain it in detail.

Let me tell you a little story: a ver good friend of mine went to prison for breach of the official secrets act when he went on national TV and showed that in the previous year only 7 warrants were issued for covert surveillance on private individuals, but he had proof of the 15 he had personally worked on .

my phone is available in a lot of shops, it has software hard installed…. its not a special phone, it just cant be hacked and its security software means it can not use bluetooth in an open manner, only send requests not receive them and it can not handshake via bluetooth even to saved devices.

leaving the phone at home – if you read my post… agencies will require you to log in to the app to validate the fact that you are at home – with the phones camera included – the phone is tracked against the nearest phone mast to the home address – if you go out with it on, it connects to another mast as you move about and indicates that you have gone out – if you switch the phone off, it cannot check itself in with the server every few minutes and alerts the agency responsible.
if you go out and leave the phone at home – you will not be able to check in, using the camera to the employee of the agency, to validate that you are still at home – check in would be frequent between hours stipulated.
One country already puts a sensor on the outside of the front door of persons home that alerts an agency, if the door is opened when they want that individual to stay in doors.
as you see these as idiotic – then you will be unaware of the fact that this is already happening in other countries – perhaps you should check for yourself.

What you seem to fail to see is when the prevention of terrorism act was replace by the terrorism act in 2000 that gave the police such powers that some (like 44) were deemed unlawful by the European courts of human rights, but they stayed. Until that was replaced in 2008 by the counter terrorism act when even more power was given to gather and retain or remove information both physical and electronic .
Some of this act is not for public view ….. That’s a fact that they don’t tell you
Captain chaos, can you advise on the level of risk from leaving Bluetooth open on ones phone constantly. I am more worried about being hacked than being tracked. Would I be better to use an old phone wiped to factory condition with just the NHS app on it?
And just imagine……. If this app was as scary and powerful as some seem to think (replace the ankle tag has to be voted post of the decade) then that would be the end of terrorism, as by some people suggested use it will become a dictate so everyone will have it ….. Unless they leave their phone at home

Reading some of these negative comments on here and name calling like sheep etc is really getting bloody childish from the few that want you to see it their way, in other words bullying. I dont do bullying myself so they can do one. As far as i am concerned we all have a voice and an opinion so stop the name calling and the slagging off of people that dont see it in a bullys eyes. I believe they want to know your identity, where you are and all your personal information. I believe they want to test you, so they know where you are, for tracing and from tracing, when the vaccine comes out, they may require manatorian vaccine. I do not like this at all,not for me!!!!
If I download it I shall put in false info. The larger picture is too worrying to do as we are asked, for an app will not prevent us catching this, nor help us breath if we are stricken. So, I will do nothing to aid Government spying risks for the future control of the masses.
Others with less IQ may do as they please of course.
they said today, that users of the app can alert the system if they get symptoms and it will generate the alerts to phones that were close by, when the person was waking past or in contact with them.
so, how many will hit that button, pretending to have symptoms which will generate false alerts – especially if it is a pay as you go phone.
this app and its processes are too weak to work well
