South Street and Pyle Street were both closed to motorists and pedestrians at around 18:45 after a young woman became distressed on the top level of the Co-Operative car park, prompting fears she was going to cause harm to herself.
Southern Vectis buses were delayed for a period of time, unable to enter or exit Newport Bus Station.
Officers from Hampshire Constabulary, working alongside Mental Health nurses, successfully brought the woman to safety.
The incident has been concluded and the roads have now reopened.
