A Newport takeaway has been hit with a damning 1-star food hygiene rating after a series of concerns were raised by inspectors – including dirty equipment, poor temperature controls and questions over food safety records.
Loy’s, located on St James’ Street in Newport, was inspected last month and was found to be falling short across multiple critical areas, with high-risk food found stored incorrectly, an odour coming from drains, the presence of flies in the kitchen and clean food equipment being stored next to a toilet.
The Chinese takeaway had previously been rated 4 stars in September 2024, an improvement on the 3 stars awarded in both March 2023 and October 2021. However, its hygiene standards have declined sharply, with the latest inspection resulting in a rating of just 1 – meaning major improvement is necessary.
Inspectors from the Isle of Wight Council’s Environmental Health team raised concerns that monitoring records had been pre-filled for an entire week, despite only being Monday, calling into question the validity of food safety checks.
Food that should have been thrown away was found still stored on site, including homemade satay sauce and cooked duck with no labelling. Cooked rice and chicken were being kept below the legally required 63c in a hot cabinet with a missing dial.
The structural condition of the premises was also heavily criticised. A rear room with exposed brick and porous wooden beams – classified as a food room due to food being washed and stored there – opened directly onto a toilet, with clean utensils stored nearby.
There were several other contamination risks noted throughout the premises:
- Cooked food stored uncovered beneath shelves with debris above
- Dirty and rusted food contact equipment, including a microwave and rice bin
- An accumulation of grease behind kitchen equipment and in the ventilation canopy
- Waste and disused equipment piling up in storage areas
The temperature probe used to check food was not being sanitised, and there was no sanitiser available on the premises during the inspection. Inspectors also noted the presence of flies throughout the kitchen and no electric fly killers installed.
General cleanliness was described as poor, with dirt and mould around freezer seals, peeling paint, damaged flooring, and evidence of long-term neglect in cleaning routines.

UPDATE ON 19TH SEPTEMBER – Loys Chinese has confirmed to Island Echo that following a recent re-inspection a 3-star rating was achieved. The business has confirmed they are working to achieve a 5-star rating as soon as possible

So why is it not closed down, luckily no one has been ill? These places are absolutely disgusting how are they allowed to continue to cook and serve the public! Shame on you?
The Inspectors who visit these establishments achieve nothing!
They name and shame the business, but allow such places to stay open.
Also all eateries should be “forced” to display their hygiene rating,
so many businesses don’t display this information.
