A doctor who worked at St Mary’s Hospital has been struck off the medical register after a tribunal found he made sexual advances towards patients and staff at the Isle of Wight hospital.
Dr Yousry Kamel began working at the Isle of Wight NHS Trust back in December 2011, which came following a year-long suspension by the General Medical Council after complaints were made that Kamel had touched and made sexual comments to patients when he visited their home uninvited.
His ban ended just weeks before he began employment at St Mary’s.
The associate specialist in anaesthetics, who displayed ‘concerning behaviour towards women’ and admitted he had a foot fetish, left Portsmouth Hospitals NHS Trust and headed to St Mary’s. Within months he had 2 complaints lodged against him, including that he was ‘touchy-feely’ with 2 junior colleagues and told 1 of them that they were ‘too beautiful to be single’. He also pinned his body against 1 of them.
The Isle of Wight NHS Trust issued a warning to Dr Kemel in 2013. However, in 2014 it is said that Dr Kamel went on to ‘groom’ 2 patients suffering from mental health conditions.
It was in February 2015 that the Trust raised concerns with the General Medical Council, but Kamel’s conduct continued until at least January 2017. He remained in the Trust’s employment until 2018 – 5 years after his first warning and 3 years after the Trust escalated concerns.
Dr Kamel’s actions included kissing patients, pressing their feet against his genitals, feeling their legs and suggesting he would go to their homes for ‘coffee’. He also disclosed where he lived and that he had a son and daughter.
The tribunal heard that Dr Kamel, who qualified at Ain Shams University in Egypt back in 1982 and retired from practice in 2018, targeted women due to their ‘vulnerability and a power imbalance’ and abused his position of trust in order to engage in sexually motivated behaviour. This is similar to what was discovered in 2010, prior to Kamel’s employment with the Isle of Wight NHS Trust.
Criminal investigations into Kamel’s conduct were previously launched, but no further action was taken by the Police nor the Crown Prosecution Service in relation to the complaints.
The tribunal, which was held by the Medical Practitioners Tribunal Service between 14th-23rd November, found the facts relevant to impairment proven and erased Dr Kamel’s medical licence. He did not attend the hearing, nor did any representatives.
This is not the first time the Isle of Wight NHS Trust has been brought into disrepute… Back in 2015 Island Echo reported that Stuart Hamilton, a former Isle of Wight paramedic, was struck off after sexually motivated actions against girls. Then, in 2020, Island Echo reported that another former Isle of Wight paramedic, Tim Ross, was struck off after being convicted of making indecent photographs of children.
Earlier this year it was reported that Andrew Martindale, yet another Isle of Wight paramedic, was struck off following his conviction for indecent images of children.
Furthermore, St Mary’s Hospital doctor Dr Chiemedo Ikpo is to stand trial in February next year accused of sexual assault. He has been suspended from work, as previously reported by Island Echo.
A spokesperson for the Isle of Wight NHS Trust has told Island Echo:
“We expect the highest possible standards from all clinicians who practice in our Trust.
“Dr Kamel was employed by the Isle of Wight NHS Trust between December 2011 and July 2018 and we are sorry that any patients under our care or staff who worked with him experienced this unacceptable behaviour”.

quite insulting the comments from the NHS trust ref their high standards…..they knew what he was like when they hired him and allowed him to offend again against staff and patients…..if i were either of them I would sue……how could they be so arrogant as to feel those words cover up total management failings over many years? Oh cos they are arrogant doctors who feel normal rules do not apply to them
There are faults in the recruitment process for medical staff across the NHS. I speak from inside experience.
I suspect One of the attractions for some these doctors to work in the UK is probably that they do not have to have chaperone present when examining female patients. 🙁
