Preparations are underway for a 5 to 6 week trial in the criminal case against alleged fraudster Simon Regan, who has been charged with 3 counts of fraud involving around 40 victims, many of them elderly.
Regan, 56, of Barrows Green in Crewe, Stoke-on-Trent, appeared at the Isle of Wight Crown Court on Friday charged with 3 counts of carrying on the business of a company with the intent to defraud creditors/for other fraudulent purposes.
It’s alleged that between 2014 and 2017, Mr Regan repeatedly installed poorly laid resin driveways for largely inflated prices resulting in the accumulation of approximately £100,000 in losses by around 40 customers across the Isle of Wight.
The charges, which were originally brought to court by the Isle of Wight Council in April 2021, relate to Angel Coatings Limited, Angel Coatings Resin Drives Limited and National Resin Drives Limited.
The 56-year-old was first listed to appear at the Isle of Wight Magistrates Court in April of last year, but the case was adjourned several times before finally being heard in September and sent up to the Crown Court.
A provisional trial date has now been set for September this year, which means the alleged victims may have to wait another 6 months for their day in court. The trial, which is expected to last between 5 and 6 weeks, will take place at Southampton Crown Court.
Mr Regan has not yet been arraigned and will next appear in court in April for a further case management hearing at Southampton Crown Court. A report has been requested on Mr Regan’s fitness to plea.

Simon Regan seems to be playing the system. He is using his wife’s death as an excuse to delay court hearings. If he is found to be unfit to plea then he is obviously guilty as charged.
“repeatedly installed poorly laid resin driveways for largely inflated prices”, all you have to do is change “driveways” to “roadways” and you would instead by accurately describing Island Roads, yet we are allowing them to resurface roadways which fail which within a year without taking any action against them.

It would seem that he is using his charm on the court officials now as well. Very charming to start with but when you complain he threatens legal action. Don’t forget that he still has property therefore the courts could demand that to pay back customers. A custodial sentence could well be the outcome, hence the reason to keep adjourning in order to get a suspended sentence.
