A man who blocked a road in Sandown by creating a wheelie bin roadblock outside a pub has been fined £40.
Elliott Heggarty, 36, of Fitzroy Street in Sandown pleaded guilty to wilful obstruction of the highway when he appeared at the Isle of Wight Magistrates Court on Tuesday.
Ann Smout, prosecuting told the court that at 11:30 on 18th March this year, a member of the public walking along Fitzroy Street saw Heggarty outside The Castle Inn pub.
Heggarty had begun moving wheelie bins into the road stating to the passer-by that he was ‘making a road block’.
In defence of Heggarty, Amy Hosell said that her client had watched his car get seized that morning and that he wanted to cause trouble. She also added that Heggarty had been diagnosed with anxiety and didn’t deal well with built-up places, often spending more time in the woods as it is better for his mental health.
On multiple occasions during proceedings, Heggarty interrupted those reading his case, and also made numerous threatening remarks to the legal advisor – regarding an ongoing court matter.
Heggarty was ordered to pay a fine of £40, costs of £85 and a £34 surcharge fee, before abruptly leaving the courtroom.



























































































Was it really in public interest to arrest him, legal aid and Court time for some wheelie bins in road ?, When drug dealers, burglary and gang’s causing criminal damage have nothing done – system needs to not take easy crime and sort those that cause most harm. He could just been issued a fine on street. How many police attended I wonder?.
Its because it’s easy to police so it pushes up their stats, I’m sure this will come under anti-social behaviour which is a big thing that they want to police. If they had to do actual work like go through a phone and collect and inventory drugs and evidence they would be doing their job and actually earning their keep, and we all know this is now how the country operates anymore. We got a PM who tells us to graft more while claiming her amazon prime on expenses. That kind of culture has made its way down to the roots of every institution. I am sure they just ride around dreading for when an actual call for them to work comes in.
If PM is claiming her Amazon Prime fee on expenses, think how many others are doing it also. My goodness, the rot has set in well and truly in the UK, typical ministerial mentality – if I can claim it I will so I blame the person signing expenses off more than the person entering the request.
What a complete waste of time and energy. Should of been a warning.
Plenty of vehicles block access to highways and pavements all the time, nothing happens to them.
Just the kind of thuggery we can do without!

This guy needs to be delt with and not given fines that’ll never be paid. I expect he’ll be back in court soon on an assault charge. Something that could be avoided.
