An Island man who neglected 6 kittens, one of which had to be put down, has been handed a suspended prison sentence. Neil Andrew Cain, 62, of The Broadway, Totland Bay, was investigated and prosecuted by the RSPCA after concerns were raised about 6 kittens in his care. The half-dozen cats were found to have untreated ailments including eye disease, rectal prolapse, and flea and worm burdens whilst living in an unhygienic and hazardous environment without fresh water. They were also left unattended for a four day period without supervision or their welfare needs being met. 2 of the kittens had to have eyes removed and one sadly had to be put to sleep by a vet because of the severity of ill health. The case was described as involving prolonged neglect in a commercial context, and there was evidence of Cain selling kittens. RSPCA Animal Rescue Officer Kane Goodyear, who helped to investigate for the animal welfare charity, said:
“The majority of the kittens looked to have eye issues, they were squinting and their eyelids appeared very swollen with a lot of discharge, also, one of the black kittens has what looked to be a prolapse, it looked like part of the kittens bowel was protruding from its backend, it looked incredibly painful. I was extremely concerned for their welfare.”
At a sentencing hearing on 30th July, Cain was sentenced to 12 weeks custody, suspended for 12 months, and banned from keeping animals for 5 years. He was also ordered to carry out 150 hours unpaid work and must pay a £154 victim surcharge.

Neil is a lovely bloke he’s just clumsy and forgetful. He loved those cats but just couldn’t afford the extortionate vet bills living on his benefits.
Then you should have stepped in and told him to call Cats Protection who would have collected them, for free.

I agree with the suspended sentence that Neil Cain was given for animal cruelty. The suffering that he put these little kittens through was horrendous. When I say that I agree with the suspended sentence, if it was down to me, it would have been by the neck.

It is not the fault of the RSPCA it is the courts that dish out any punishments, so blame them.

Rob the Coop for £5k and you get 8 month suspend sentence forget or ignore to feed a cat and you get 3 months and 150 hrs community service!

150 hours of unpaid work. Perhaps that should start with him cleaning his own home. What is the consequence of not completing the 150 hours? Does the 12 week prison sentence start?
Making sentences harsher does not stop abuse, it makes it harder to find. The greater the punishment the greater the incentive to hide the crime will be. What we need, is a police unit to dedicated to detecting and prosecuting these crimes. Relying on a charity to do the work that should be done by the police is insane.
When you vote Tory and all they do is cut services to the bone to the point that cases like this go unpunished. For every Neil Cain there are many more going undetected. Well when labour has failed to fix anything the Tories will be back in to cut services, so expect more of this.
