A prolific shoplifter has been handed a 3-year Criminal Behaviour Order (CBO) by Magistrates. Russell, 40 and of no fixed abode, has convictions for numerous theft and shoplifting incidents which have persistently hurt the local community and businesses on the Island. On Thursday 14th March those present at the Isle of Wight Magistrates’ Court were told that Russell’s behaviour was affecting the quality of life of residents, in addition to causing harassment, alarm and distress being caused to shop workers. Russell has been banned from several stores on the Shop Watch scheme but continues to offend. Hampshire & Isle of Wight Constabulary applied for a CBO, and Magistrates were told this was necessary and proportionate to disrupt Russell’s continued disregard for the law. The CBO was granted for three years, prohibiting Russell from doing the following:
- Acting in an anti-social manner, that is to say acting in a manner that causes distress or is likely to cause alarm or distress to any person not of the same household as him.
- Entering any premises, which has served a banning notice on him.
- Placing any item for sale in anything other than a shopping basket or trolley prior to payment being made at retail premises on the Isle of Wight.
- Concealing any item for sale on his person at any retail premises on the Isle of Wight.
- Concealing his face or head when entering any retail premises on the Isle of Wight.
Chief Inspector Alex Charge said:
“Tackling business and retail crime is a priority for us on the Isle of Wight. Local policing teams put in a lot of work to support businesses, disrupt habitual offenders, bring them before the courts and also work with support services for those whose offending cycle is driven by other factors such as drug and alcohol dependency. “Warren Russell persistently steals and causes ongoing distress to local people and shop workers. This is absolutely not acceptable, and in addition to prosecuting him we have explored other options to tackle his pattern of offending, including now securing this CBO. If he breaches any of the prohibitions, he will risk going back to prison. “Shoplifting is not a victimless crime. Repeat offences in particular can create an environment of fear for many retail workers. As a result they may feel unsafe in their own workplace. In addition, store owners losing products to thieves means that they not only lose the profit margin, but the entire value of the product. This in turn will impact prices for consumers. “We want to stop this type of behaviour, and encourage businesses affected to please keep reporting crimes to us so we can relentlessly pursue those responsible.”

During the weekend, I was reading some Island newspaper articles from the past: 1800s and early 1900s. Reviewing the punishments back then, it is no wonder why Society behaves the way it does now: no deterrent.
Back then, a 14-year-old got six whips of the birch across his naked thighs and arse in public for stealing 5s from his mother. Another incident involved a married couple having a ‘disturbance’ at home (2 Warwick Place, Ryde). It was alleged that the wife ‘swore’ in public, and the husband hit her. He couldn’t afford to pay the fine, so he spent a week in jail with hard labour.
Oh, the good old days – Public stocks would be a good start!
Thank goodness we don’t treat the populace like that anymore, whether they have committed a crime or whether they turned out to be innocent.

Re-iterated from my comment on the Tim Young article on the 15th …What a joke… when is our judiciary going to wake up and start issuing a sentence that is a deterrent. Our system is now totally ridiculous. We should shelve concurrent and each offence should be consecutive and we should have a three strikes and you go to jail regardless like the US for the more minor crimes. Vehicular injuries or death through speed/drink or drugs should be at a minimum attempted/manslaughter – a vehicle is a weapon when in these situations. This country is now so soft no wonder everyone wants to come here for the free handouts and little punishment for crimes…

The Government of the day sets the guidelines, they define the prison spaces, the buck stops with them.
I realise there are sentencing guidelines and didn’t need this pointed out…I was expressing my frustration at the current system. The judicial system needs a complete overhaul from police powers, the CPS, the court officials and the law itself with stronger sentencing to provide a deterrent across the board. As a country we have gone too soft and namby pamby catering to the do-gooders we need to find a better compromise between rehab/fines etc and prison.

Why are you hitting the Judiciary? The makers of this mess are elsewhere, they are all in a big house alongside the Thames.
The whole judicial system includes the lawmakers, so excuse me for not including them in the list though I did say the system needed a complete overhaul and this also means starting at Westminster with changing the laws and I am not talking about any political party before you take that path!!!! This then feeds down to those parties involved in delivering the laws be it the courts, CPS, probation office, police etc., etc., and any other parties that I have missed!!!! So sorry if my comment wasn’t specific enough for you, but looking at who agrees with my comments on this and on the other article it seems there are enough people who get the gist of what I am talking about and have the same feelings without having to go into minute detail!
In this case, it IS contrary to the interests of justice to blindly follow the Sentencing guidelines. The scrote is of no fixed abode, therefore the Order is unenforceable.
Never mind his ‘uman rights’ he should be tagged and monitored 24/7 and banged up if he puts a foot wrong.

Would it not be more cost effective in the long run for him ( and plenty more) to be banged up and put on a detox and dependency programme. For whatever reason, he is fighting the world all by himself so give him access to these programmes and give him a chance to get off his merrygoround. He could have his human rights back when he has learned how to use them responsibly.
Not long ago I posted about him getting help rather than the costly expense of him keep going to prison, only to be released to re-offend. His is a case of mental compulsion. As you can imagine, my comment got a lot of down votes. Even accusations of being called a “left wing hand-wringer”??! Lol. I’m far from it, however I can see the current system of “justice” will not work with Warren and feel it would be better for businesses and taxpayers if a comprehensive assessment and treatment program is administrated.
I read an article not long ago about crime on the Island 150 years ago.
The sentence for petty thieving was a decent fine or 7 days hard labour.
If that doesn’t put their lazy arses off, I’ll be very surprised.
You start to see what the problem is when members of the public can quite easily become magistrates.
The current selected magistrates are out of touch with what society wants.
This piece of low life waste of space scum needs to be caught by his victim, and the shit kicked out of him and left behind a hedge. Trouble is, he’s gotta ask himself a question. Who would the ass law nick thanks to the do gooders, who are the ones to blame for interfering and protecting scum like it, hence the kiss ass punishment?
Currently there is a planning application for an HMO to be put on a residential road in Ventnor, and ultimately it’s going to be private, unmanaged for maximum profit by a developer in London and this is what could end up in there. Locals just don’t seem to realise it will have a knock effect on the wider community, not bringing jobs back to the area and of no social or economic value. But they all spout off on social media, they need to be doing so via the Council’s Planning website, this closes on 2nd April 2024.
